No. Fulbright Student grants are for post-graduate study in the US to complete a degree in the US or research on a PhD at home.
What happens if I am offered an award, but am not admitted or get an affiliation at a US university?
If you are not admitted to or receive a letter of affiliation from a US university that you can accept, your offer of the award will be withdrawn. You can reapply for Fulbright the following year. We strongly advise degree-seeking student applicants to apply to more than one university to increase your chances of an admission offer.

No. You will have to reapply. The Fulbright awards are offered for a specific academic year and cannot be deferred.
Can I stay in the US after I complete my program of study?
No, Fulbright awardees receive a J-1 visa that requires them to return home to fulfil a 2-year home rule requirement.
